10 Reading Fluency IEP Goals, Preschool Through High School

Fluency is the bridge between decoding and comprehension: a reader spending all their attention on the words has none left for meaning. It is also the goal area most often written with a number pulled out of the air rather than from a benchmark.

Kindergarten – 2nd

1. 1By [date], [student] will read 50 grade-level high-frequency words with automaticity (under 1 second each) with 90% accuracy across 4 of 5 trials.
2. 2By [date], [student] will read a 1st-grade passage at 60 correct words per minute with 95% accuracy across 3 consecutive CBM probes.
3. 3By [date], [student] will read a 2nd-grade passage at 100 correct words per minute with 95% accuracy across 3 consecutive CBM probes.
4. 4By [date], [student] will read a familiar passage with appropriate phrasing, scoring 3 or higher on a 4-point fluency rubric in 4 of 5 probes.

3rd – 5th Grade

1. 5By [date], [student] will read a 3rd-grade passage at 110 correct words per minute with 95% accuracy across 3 consecutive CBM probes.
2. 6By [date], [student] will read a 4th-grade passage at 125 correct words per minute with 95% accuracy across 3 consecutive CBM probes.
3. 7By [date], [student] will read a 5th-grade passage at 140 correct words per minute with 95% accuracy across 3 consecutive CBM probes.
4. 8By [date], [student] will self-correct oral reading errors at a ratio of 1:4 or better across 3 consecutive running records.

6th – 8th Grade

1. 9By [date], [student] will read a 6th-grade passage at 150 correct words per minute with 95% accuracy across 3 consecutive CBM probes.
2. 10By [date], [student] will read grade-level text aloud with appropriate phrasing and expression, scoring 3/4 or higher on a fluency rubric in 4 of 5 probes.

How to teach reading fluency in the classroom

Fluency is built by repeated reading of text at the right level with feedback, not by pushing for speed. Choose passages the student can decode at roughly 95% accuracy, model a fluent reading aloud, then have the student reread the same short passage several times across a few days, tracking words correct per minute so progress is visible. Use assisted reading — reading along with a recording, choral reading, partner reading — so the student hears and matches a fluent model. Teach phrasing and expression explicitly, marking phrase boundaries and punctuation, because reading fast and flat is not fluent. Keep the focus on accuracy first; rate follows accuracy, and prosody follows both. If fluency is stuck despite practice, check decoding — a fluency problem is often an unresolved decoding problem.

How to measure it

Use your district's own CBM norms, not a round number. Benchmarks differ between DIBELS, aimsweb and easyCBM, and a target of 100 words per minute means something very different in 1st grade than in 4th. Pair the rate with an accuracy floor — 95% — or the goal rewards fast guessing.
