How to Write a PLAAFP That Supports the Goals
A strong PLAAFP connects four things: student strengths, specific current academic/functional data, the effect of disability on access or progress, and the resulting educational need. The baseline should use the same measurement language as the matching annual goal so the starting point and future progress can be compared directly.

What a strong PLAAFP includes
A PLAAFP is the current-performance foundation for the IEP, not an annual goal written in paragraph form. Use it to state strengths, current academic/functional data, educational effect, and the disability-related need. The annual goal can then use Condition → Behavior → Criterion to address that need without forcing criterion language into the present-level statement itself.

How to get a baseline
A PLAAFP baseline should come from the records that best describe the student’s current functioning, not from whichever score is easiest to paste into the IEP. Start with recent classroom performance, curriculum-based measures or probes, work samples, observations, and relevant evaluation data. Parent and student input can explain patterns the numbers do not capture, especially across settings or routines.
Use at least three comparable observations when the skill varies from day to day. For example, a reading-rate statement is stronger when it reflects three similar passages rather than one unusually easy passage. A functional routine may need observations in more than one class or time of day. When different sources disagree, describe the difference instead of forcing them into one average.
Record the conditions that change performance: text level, prompt level, assistive technology, group size, time limits, language supports, or environmental demands. Those details let the next person understand what the student can do independently and what support is currently required.
A compact evidence set is usually enough: one recent formal or benchmark source when relevant, two or three classroom data points, and a representative work sample or observation. The goal is not to create a data dump. It is to support a clear statement of current performance and the disability-related need that follows.

Translate evaluation findings into classroom meaning
Standard scores, percentiles, and evaluation conclusions can support a PLAAFP, but they should not replace current functional description. Translate the finding into what the student does during real instruction. If an evaluation identifies weak working memory, the PLAAFP still needs classroom evidence showing how multi-step directions, note taking, or independent task completion are affected. If a reading score is low, pair it with current passage-level performance, error patterns, and the effect on grade-level work.
Keep needs specific enough to write a goal. “Needs help with reading” is too broad. “Needs explicit instruction and practice to increase accurate oral reading rate on sixth-grade text from the documented baseline” points toward a measurable target without predetermining the exact service package.
How to write the matching present level
Use a four-part sequence: strengths → current data → educational effect → disability-related need. Under 34 CFR §300.320(a)(1), the IEP must state present levels of academic achievement and functional performance and explain how the disability affects involvement and progress in the general education curriculum, or participation in appropriate activities for preschool children.
A useful PLAAFP does not stop at a test score. It explains what the score means during real school tasks. She reads accurately but slowly enough that independent reading assignments take substantially longer than peers. She needs explicit fluency instruction and repeated practice with unfamiliar connected text.” That statement creates a direct bridge to a fluency goal using the same WCPM/accuracy metric.
Avoid adding every historical score. Keep information that changes the team’s decision: what the student can do now, where the breakdown occurs, what support changes performance, and what need the IEP must address.
Progress monitoring
Treat the PLAAFP as the starting coordinate for the annual IEP, not a paragraph that is forgotten after the meeting. When goal data are collected, compare them with the baseline unit named in the present level. If the goal tracks WCPM, percent independent, latency, frequency, or a rubric score, preserve that same scale on the graph or data sheet.
Update the present level at the next review from current evidence rather than copying last year’s wording. If progress is flat, first ask whether instruction, service delivery, task conditions, or the measurement tool changed. A revised PLAAFP should explain those changes when they affect interpretation.
Keep source dates and brief context notes. A future case manager should be able to tell which data were current when the IEP was written and why the team identified the stated need. Common mistakes
A quick quality screen should catch the following:
Writing only deficits and omitting strengths. Using labels such as 'below grade level' without data. Listing test scores without explaining educational effect. Using a baseline unit that does not match the annual goal. Copying last year's PLAAFP unchanged. Turning the PLAAFP into a service list instead of a current-performance statement.
Read the PLAAFP once without looking at the proposed goals. A new team member should be able to identify the student's current performance, the condition under which it was measured, the educational effect of the disability, and the resulting need.
