How to get a baseline

Baseline collection should resemble the future progress check closely enough that the numbers are comparable. For measurable IEP goals, useful sources include:

A present-level score using the same unit as the proposed criterion. At least three comparable probes when feasible for variable skills. Clear documentation of task conditions, supports, and prompt level.

The baseline should use the same unit you plan to put in the criterion. For a variable skill, collect several comparable probes or observations and document the condition, support, and prompt level each time. If one data source uses a rubric and another uses a percentage, do not average them together; choose the measure that best matches the annual goal and use the other as supporting context.

The baseline should measure the behavior under a clearly defined condition using the same unit the annual criterion will later use. Do not treat the words Condition–Behavior–Criterion as a score. Record the actual starting performance, support level, denominator, and task features that the team will need to reproduce.

The formula is not magic wording. A grammatically complete goal can still be unusable if the behavior is vague, the denominator is missing, or the condition changes every time staff collect data.

How to write the matching present level

The matching PLAAFP should state what the student can do now in the intended measurement unit and explain the educational effect of the need. The annual criterion is then a future target built from that baseline—not a number copied from a generic goal bank.

Worked present-level example: Example: 'Given an unfamiliar grade-level passage, the student currently reads a median 68 WCPM at 94% accuracy across three probes.' That baseline can support a fluency goal because the eventual criterion can use the same passage condition, WCPM, and accuracy units.

Keep the original baseline value and collection condition in the record after the goal is adopted. If the team later changes the behavior definition or measurement unit, document that as a formal measurement change rather than pretending the old and new numbers are directly comparable.

Progress monitoring

Progress monitoring only works when the probe is stable enough to compare across time. Write the progress-monitoring method while drafting the goal, not after. If you cannot picture the data sheet—what staff write in each column—the goal probably needs a clearer behavior or criterion. A flat trend is not automatically evidence that the target is wrong. Check instruction, fidelity, prerequisite skills, probe comparability, and accommodations first; then use the team process to revise the IEP if needed.

The monitoring plan should preserve the goal's own unit from baseline through reporting. Under 34 CFR §300.320(a)(3), the IEP states how progress will be measured and when periodic reports will be provided. Give the finished goal to someone who did not help draft it. They should know what task to present, what student behavior to observe, what unit to record, and exactly how mastery is decided. Any question that requires an oral explanation points to wording that still needs to be tightened.
