Work Completion IEP Goals
A strong work-completion goal defines what counts as complete, the deadline, and whether accuracy must meet a separate floor. Track completed or on-time assignments over a stable denominator. Do not let shorter workloads, heavy adult help, or inaccurate rushed work create the appearance of improved independent completion.
Make the measurement system explicit before you set the annual target. For work completion, the core measurement is percent of defined assignments or task components completed by the agreed deadline, with a separate minimum-accuracy rule when completion quality matters.
What a strong work completion goal includes
For work completion, define both the workload and the finish line. The Condition → Behavior → Criterion structure should state the type or amount of assigned work and deadline, identify what counts as completed, and set the mastery rule across assignments or weeks. If quality matters, add a separate minimum-accuracy standard so the goal does not reward rushing through work simply to mark it finished.
34 CFR §300.320(a)(2) requires measurable annual goals; it does not create a federal completion percentage. Define what 'finished' means, whether a deadline applies, and whether minimum accuracy is part of successful completion before selecting the target.
Completion rate — completed assignments ÷ assigned assignments: Use when missing/incomplete work is the barrier. On-time rate — on-time submissions ÷ due assignments: Use when deadlines are the issue. Quality floor — accuracy/rubric minimum on completed work: Add only when quality must be protected.
Define the assignment unit and deadline before calculating a completion percentage. Decide whether partial work counts, how absent or excused assignments enter the denominator, and whether minimum accuracy is required. Without that second quality rule, a student could submit every worksheet with random answers and appear to have mastered 'completion.'
Completion asks whether the defined work gets finished. It should not quietly stand in for task initiation, organization, or mastery of the academic skill.
To determine whether incomplete work is really an initiation or monitoring problem, compare task initiation goals, progress monitoring, and Condition–Behavior–Criterion formula.
Protect completion data from workload changes
A completion percentage can rise simply because assignments become shorter or because adults finish more setup steps. Record the expected task size or use a stable definition such as “all required components of the assigned modified task.” If the IEP includes shortened assignments as an accommodation or modification, the completion goal should measure performance on the work the student is actually responsible for, not compare the student with an unmodified workload.
Separate backlog from current-week performance. A student may improve to 80% on-time completion while still carrying several older missing assignments. A weekly on-time rate shows the new routine; a separate backlog count shows whether old work remains. That distinction is especially useful for middle and high school case management.
How to get a baseline
Think of baseline work as calibration for the entire year's graph. Useful sources include:
Assignment completion logs across several classes. Permanent-product review comparing assigned versus submitted components. Teacher records that separate missing, partially complete, and completed-but-inaccurate work.
Review assignment records across more than one class or task type, and separate missing work from partially finished work and completed-but-inaccurate work. Permanent products can show how much of each assignment was actually completed. Pair those records with initiation, organization, or academic-skill data when needed so the team does not write a completion goal for a problem that is really about decoding, calculation, or understanding directions.
Define what assignments or task components enter the denominator, the deadline, minimum quality rule when applicable, and allowed supports. Record completion and accuracy separately when both matter; a submitted page with random responses should not count as evidence of academic mastery.
A student who submits every worksheet with random answers has high completion but poor academic performance.
Example work completion goals
The completion percentages below are only examples of measurable wording. The real target should reflect the student's current workload, deadline pattern, independence, and—when relevant—the minimum accuracy needed for completed work to be instructionally meaningful. Individualize the completion goal from the student's own workload and performance data.
Elementary — Given a 15-minute independent assignment matched to taught skills, the student will complete at least 80% of assigned items with at least 75% accuracy in 4 of 5 opportunities. (Condition: a 15-minute assignment matched to taught skills | Behavior: complete at least 80% of items | Criterion: at least 75% accuracy in 4 of 5 opportunities) How to measure: permanent-product review for completion and accuracy.
Elementary — Given a visual checklist for a familiar classroom task, the student will complete all required steps by the end of the work period with no more than one prompt in 4 of 5 trials. Middle school — For assignments estimated at 20 minutes or less, the student will submit completed work by the class deadline with at least 70% accuracy in 80% of sampled assignments across 4 weeks. Middle school — Given a chunked long-term assignment with interim due dates, the student will complete each scheduled component by its deadline in 4 of 5 opportunities across a grading period. High school — Given classwork within the student’s instructional level, the student will submit at least 85% of assigned products by the agreed deadline while meeting the course’s minimum completion standard for 4 consecutive weeks. High school — During a resource or study-skills period, the student will use a prioritized task list to finish at least 2 identified missing or current assignments per session in 4 of 5 sessions. Keep the denominator fair and stable
“Completes 80% of assignments” can be distorted if the workload changes from week to week. Define what counts in the denominator: assigned independent tasks, required classwork, specific task components, or assignments above a stated length. Exclude work the team intentionally removed or replaced so the percentage does not rise simply because fewer tasks were assigned.
Track accuracy separately when quality matters. A student can submit every task with random or incomplete responses and technically achieve a completion target. When the need includes both follow-through and academic accuracy, use a completion criterion plus a minimum quality floor, or maintain separate goals if the two skills require different instruction.
Separate completion from persistence and accuracy
A completion percentage can hide why work is unfinished. One student may stop after the first difficult item; another may work steadily but need more time; a third may submit every assignment quickly with very low accuracy. When those patterns are mixed into one “missing work” number, the resulting goal is hard to teach. Add a second descriptive data field during baseline—such as active work time, items attempted, or an accuracy floor—without automatically turning it into a second annual criterion.
For example, if a student completes 90% of assignments only after the teacher reduces each task by half, the team should not compare that number with a baseline based on full-length assignments. Record workload changes and supports. If accuracy matters to the educational need, define a modest accuracy floor so “finished” does not reward random or rushed responding. The goal should represent meaningful completion under a stable workload condition.
How to write the matching present level
The PLAAFP should state the current completion rate for a stable workload and explain whether delay, initiation, organization, stamina, or academic difficulty is driving incomplete work. That distinction helps keep the annual goal focused on the actual disability-related need.
Worked present-level example: Over four weeks, Sam submitted 11 of 20 independent assignments by the due date; 17 of 20 were eventually completed. Completed assignments averaged 82% accuracy, so the primary concern is timely completion rather than skill accuracy.
Note workload changes, shortened assignments, or modified expectations. A higher completion percentage after the denominator shrinks may represent an appropriate support effect, but it is not directly comparable to the earlier workload without context.
Progress monitoring
Treat the data cycle as instruction feedback, not paperwork after instruction. Review completion data weekly because a monthly check can hide a backlog. Keep task difficulty and class context visible, and graph on-time completion separately from academic accuracy. If work completion drops while accuracy remains stable, inspect workload, planning, initiation, and due-date systems. If completion rises but accuracy collapses, the criterion may be rewarding rushed work.
Common mistakes
A quick quality screen should catch the following:
Treating 'turned in' as equivalent to accurate work. Changing what counts as complete by class or teacher. Counting excused or shortened assignments in the denominator inconsistently. Using grades as the only completion measure. Combining initiation and completion into one vague goal. Ignoring whether accommodations were available.
Audit a few completed and incomplete assignments against the proposed rule. Make sure staff agree on what counts as submitted, whether partially finished work qualifies, and how minimum accuracy is checked when quality is part of the goal.
