A strong activity-transition goal defines the start cue, endpoint, transition type, and prompt rule, then measures latency or independent routine steps. Compare similar transitions rather than mixing a short desk move with a campus walk. Track prompt dependence separately when adult cueing is part of the current baseline.

The federal anchor is 34 CFR §300.320(a)(2), which requires measurable annual goals. It does not set a transition-time target. Build the criterion from the student's observed latency and prompt pattern, and define exactly when timing begins and when the next activity counts as started.
Transition latency — minutes from cue to defined endpoint: Best for slow or prolonged transitions. Prompt count — number/type of adult cues: Best for dependence on staff. Routine independence — steps completed without prompts: Best for self-contained or early-elementary routines.
Operationalize the opportunity, start cue, prompt hierarchy, response window, and success rule so two adults observing the same event would score it the same way. Define where the transition begins and ends. 'Transitions in two minutes' is unusable unless staff agree whether the timer stops at the doorway, at the seat, or after materials are ready.

Normalize for transition distance and routine complexity
A two-minute transition from carpet to desk is not comparable to a four-minute walk across campus, a locker stop, or a community-bus transfer. Choose a small set of recurring transition types and establish a baseline for each, or define the goal around one type that is educationally important. When distance varies, a task-analysis independence score may be more useful than raw minutes.
For early-elementary or self-contained routines, the transition itself often contains teachable steps: respond to the cue, stop the first activity, put materials away, obtain the next materials, move to the location, and begin the first action. A student may be fast at moving but dependent on adult prompts for cleanup and setup. Recording both latency and step independence makes that pattern visible.

How to get a baseline
Build the transition baseline from typical routines, not from the single hardest transition of the week. Useful sources include:
Timed observations across several daily transitions. Transition opportunity logs that code cue, destination, latency, and prompts. Task analysis for routines such as clean up, move, obtain materials, and begin.
Time several ordinary transitions that represent the student's day—such as arrival to seatwork, centers to whole group, or class-to-class movement. Pair the elapsed time with a short opportunity log that records the cue, destination, and prompt level. For routines with several actions, a task analysis can show whether the delay occurs during cleanup, movement, obtaining materials, or beginning the next task.
For each transition sample, log the cue, transition type, start and stop points, elapsed time, and prompt level. Note material/setup demands when they affect the endpoint. Keep within-room, hallway, and campus transitions separate unless the goal deliberately defines them as one comparable class of opportunities.

Score the transition, not quiet compliance
A transition goal should not quietly become a behavior-compliance goal. The student can move successfully while using a fidget, verbal self-talk, a visual schedule, or a brief taught pause. Define success around the functional outcome: leaving the first activity, arriving at the next location, getting needed materials ready, and beginning the next expected action within the stated support level. If staff instead score “calm,” “cooperative,” or “no protest,” observers may judge the same transition differently and the data can punish disability-related regulation needs rather than measure the transition itself.
Also separate routine transitions from unexpected transitions when the data show different performance. A student who moves independently after a predictable bell may still need explicit support when an assembly, substitute, room change, or shortened schedule disrupts the normal cue sequence.
How to write the matching present level
The PLAAFP should report typical transition latency and prompt dependence for comparable routines, then connect that pattern to lost instructional time, independence, or access. A median or recent range is often clearer than one unusually smooth or difficult transition.
Worked present-level example: Across eight class-to-class transitions, Noah reached the next location within four minutes on 3/8 opportunities and needed a median of two adult prompts. Transitions after preferred activities averaged two minutes longer.
Keep the original transition category and timing rule visible on the data sheet. If the team later adds a different kind of transition, graph or summarize it separately rather than blending unlike distances and routines into one trend.
Progress monitoring
Decide who will time transitions and on which routines before implementation begins. Time a sample of transitions several days each week. Track transition type because arrival, dismissal, preferred-to-nonpreferred, and classroom-to-community transitions may have different baselines. If only preferred-to-nonpreferred transitions remain slow, focus instruction and supports there rather than lowering a global target. If all transitions are slow, examine cue clarity, mobility needs, sensory load, and routine complexity.
Common mistakes
Before adopting the transition goal, test it against one ordinary school day.
Starting/stopping the timer inconsistently. Counting adult escort as independent transition. Ignoring travel distance. Combining transition speed with behavior reduction in one score. Using one easy transition as the baseline for the whole day. Failing to define the prompt hierarchy.
Before finalizing, ask a second staff member to time one transition using only the written definition. If the two observers would start or stop the timer at different moments, tighten the cue and engagement definitions before the goal is used.
